I think there are a variety of situations and mindsets that may put you in the position where you don't feel like writing.

Mostly through reading or watching things. I'll see something and it will trigger an idea (probably a small one) that will go skittering off until the void that is my brain until it collides with another idea.

There's actually a whole story behind that. It all comes from the first line in the story. "Shepherdstown is overrun by werewolves."
This is actually something that was quoted to me as a statement that had been made quite seriously. It stuck with me and eventually the story followed.
