The term "new class," as used in this collection of essays, refers to Milovan Djilas' analysis of the Communist elite of Yugoslavia as "a new class that had emerged from the proletariat." In his view, it is a "class" because it possesses political control over the means of production. Moreover, it should be remembered that Djilas was mainly concerned with the role of the "new class" in developing backward economies.
