Borstal was officially closed by the government in 1982 and the Young Offenders Institution was introduced. A place for offending youngsters to be rehabilitated. To the young boys that were sent there it was still known as borstal. 8 years on, a new, local council funded project has been set up to help some of these troubled youths, the ones who have shown potential in turning their lives around.
Six boys have been chosen for the project which is appropriately named ‘The Program’. It is run by Jason Fallon, an ex criminal who has dedicated himself to guiding youngsters away from trouble. The boys are being bullied on the program by security wardens who are employed by a corrupt council official. Jason has been gathering his evidence. He calls for an emergency board meeting where he is about to tell them everything. One of the wardens receives information about the meeting and is told that under no uncertain terms must Jason Fallon attend that meeting.
That night the six boys go on the run after witnessing the brutal murder of their mentor. As the boys join together to prove their innocence the newspapers label them a violent gang. The corrupt council official has put out a reward for their capture. Vigilantes are preparing to claim the reward. The lead detective in charge of the case has a hidden agenda as to keeping the gang on the run. The boys have nothing to lose and they want their revenge.
