The writer tries to speak about every possible topic but ends up giving no deep advice in anything.

It provides a decent overview of many areas of IT management. However, it doesn't really go into depth in any of the areas. It seems more like a handbook for people with a non-technical background who are moving into IT management. Anyone with a little technical experience should already know most of what is covered.
