Urasawa Naoki (浦沢直樹) is a Japanese mangaka. He is perhaps best known for Monster (which drew praise from Junot Díaz, the 2008 Pulitzer Prize winner) and 20th Century Boys.

Urasawa has won the Shogakukan Manga Award, the Japan Media Arts Festival excellence award, the Kodansha Manga Award and the Tezuka Osamu Cultural Prize. In 2008 Urasawa accepted a guest teaching post at Nagoya Zokei University.

The plot is set during the 1964 Tokyo Olympics, when the legendary Shinkansen was first inaugurated.
At the same time, a series of murders is enacted against witnesses and journalists researching the circumstances of JFK's assassination.
In this specific context, Jackie Momochi is sent to Japan by her thesis supervisor, as she is reasearching the life of Yajirō, Francis Xavier's disciple and, as the bat told her, an Iga ninja too... In the end, Kevin Yamagata and a agent sent by the pseudo Chuck Culkin are sent to the Land of the Rising Sun, too... And the latter proves to be a perfectly sinister antagonist.
Henry-Charles Duvivier (that is the name of the agent), officially the plenipotentiary envoy of Chuck Culkin Enterprises to buy land for the construction of the first Billy Land in Japan, is a well-mannered, cultured, fluent gentleman on an undercover mission to locate and acquire the original "Bat makimono" scroll, in the Kōmori village of the prefecture of Mie.
Jackie's father, Kevin Momochi also intends to visit his ancestors' place in Kōmori and then the Kii or actual Wakayama prefecture, where the feudal lord Sandayū Momochi is said to have fled, during the Iga war of the Tensei era (depicted in vol. 2 & 3 of the Billy Bat series).
Duvivier, failing to acquire the land for Chuck Culkin from the mayor and the doyen of Kōmori, disposes of them in a surprisingly smooth, underhanded manner. The stake of his ruthless prospection, the original scroll, is nothing less than supremacy on the history of mankind through time travel, after all...

The best part is a marvelously scary and exciting take on the old “devil comes to town” motif. But it's all brilliant, start to finish.
I read most of this volume at the pace of one chapter a day, which is a good way to do it, since Urasawa structures short narrative units like a boss.
Several awesome new characters pop up and a favorite character from the past makes a terrific reappearance, about ten times cooler than before. We also have a Grimmer-like visitation: one of the most impressive characters yet enters the series only here in Volume 8 / 20 (Grimmer himself a Volume 10 / 18 addition).
Ayo who's now henry charles devivie?? he looks so evil, like what are your true intentions? probably looking too for that thing? Kanbei's scroll? if that's yes, why? And now he's back Zofu too! and now it's danger by this Henry. Things are getting interesting! And finally Jackie and Kevin met!

Oh, lord. A new character got introduced in this Volume. Crucial to the plot. Meant to be killed. That's how Urasawa's works work. If she dies, I'll hunt down down Urawasa myself!
