Considering the period in which the system is settled, it can be considered that it is not long, but it is not a short period when compared with the political consciousness that civil society has. Whether all sectors are changing rapidly day by day, whether it is good or not, we can not survive unless we prepare for something at the center of change. The author draws the discussion to the public as it is judged that the problems that arise in the process of local autonomy operation are no longer helpful for proper self - It is a disguised autonomy.
