I would say that this is a solid, easy-to-read, mid-level commentary on Romans. Matera does a good job explaining the flow of Paul's arguments as he sees them. He also helps the reader appreciate Paul's use of the OT: the original context and how Paul uses it. Pretty standard reformation view of Romans.
It's structured in a way that helps keep the cohesion of the letter as a whole always in mind. He explains the history and what other commentators have thought, while always providing reasons for using one meaning/interpretation instead of another. Overall, quite helpful, especially as an introductory overview.
