This series continues to be at least good whenever it isn't great. In the first story, the team encounters Cyborg 0013 who is a little less creative than previous enemy cyborgs. The tale feels a little dragged out, but does up the ante on the kind of devastation the Black Ghost is capable of. The second tale gets creative with its storytelling, starting off with a color insert right in the middle of the action, then going into a flashback. The anti-war theme becomes prominent again as the team face off against an entirely different enemy. The third tale introduces yet another enemy other than the Black Ghost. His motives are as incomprehensible as his scheme is diabolical. Hopefully in following volumes, this villain will appear again and be fleshed out so that he is more than just evil for evil's sake.
The anti-war theme of Cyborg 009 does seem heavy-handed at times, and even I used the word "preachy" in another review. It's important, I think, to examine such commentaries within the context of the personal emotions and experiences of the creator. Shotaro Ishinomori is clearly a man frustrated by the perpetuation of war in his time. He wanted it to just stop, and couldn't see why it wouldn't.
