Estudou no Seminário de Angra e depois na Universidade Católica, em Lisboa, onde se bacharelou em 1972, ano em que emigrou para os EUA. Em 1977 completou uma licenciatura e em 1980 um doutoramento no Departamento de Filosofia da Brown University (Providence, Rhode Island). Em 1975 começou a leccionar no Centro de Estudos Portugueses e Brasileiros dessa mesma universidade, que ajudou a criar. Em 1981 foi nomeado Assistente nesse Centro; em 1987, promovido a Professor Associado; em 1991, a Professor Catedrático. O Centro entretanto passou a Departamento e foi dele seu director de 1991-2003. É Fellow do Wayland Collegium for Liberal Learning, um Instituto de Estudos Interdisciplinares na Brown University, onde lecciona uma cadeira sobre Valores e Mundividências.

Para além das obras em livro, tem centenas de escritos em revistas e livros colectivos. Fundou e dirige a editora Gávea-Brown, dedicada à edição em inglês de obras de literatura e cultura portuguesas, que edita também a revista Gávea-Brown – a Bilingual Journal of Portuguese American Letters and Studies, que ele fundou e co-dirige. É co-editor do e-Journal of Portuguese History e de Pessoa Plural, ambas revistas electrónicas editadas em cooperação internacional e publicadas na Brown University.

Desde 1979 mantém um programa bimensal no Portuguese Channel, de New Bedford, Massachusetts, e durante dois anos manteve um programa semanal – “Onésimo à conversa com…” – na RTP Açores. Foi colaborador regular n’ O Jornal e no Diário de Notícias. É colaborador regular na revista LER, na PNETLiteratura e no Jornal de Letras. Entre as organizacões a que pertence, é membro da direcção da PALCUS – Portuguese-American Leadership Council of the United States. Foi Vice-Presidente do Rhode Island Council for the Humanities e da Associação Internacional de Lusitanistas. Foi eleito Membro da Academia Internacional de Cultura Portuguesa.

«Portugal, the Portuguese, America, the Americans, the Portuguese-Americans and the Azores end up merging osmotically in these pages. Because in them I inscribed the daily life of the worlds I inhabit, the characters I met, mine or our doubts and questions, the hardships and pleasures of life, plus the grace and ironies with which she likes to toast us if we are attentive. Trata-se de uma antologia de textos que integram outros livros do autor.
Vale a pena pelo humor, pelo espirito crítico com que Portugal e os portugueses (dentro e fora de Portugal) são observados, pelo estilo muito próprio do autor e, acima de tudo, porque o conteúdo está cheio de histórias de vida.
