Somewhere on those same streets is the person Elgala insists exists...the real Excel. But Excel doesn't know who she is - and is she becoming so much a part of the Shiouji family that contentment will trump conquest?

Clearly, it is not fair to judge volume 19 of a series of manga volumes when one has not read any of the first 18 volumes. In my somewhat less than infinite wisdom, I purchased volumes 19 through 21 and 24 through 27 of Excel Saga and now I am reading them. I suspect the covers (which are very attractive) was the draw.
So, for volume 19 just a couple of observations. Clearly, one goal of the mangaka is humor and he is succeeding. I also note that, in some situations, he is attempting to simulate a drunken slur or an accent by distorting the spelling of the words. This makes the manga harder to read.

More of the same, a shift in perspective with most of the story from Elgala's perspective
