Fichtner examines the dynamics of military, institutional, cultural, and family affairs in the early modern Habsburg empire and considers the reasons why Maximilian was unable to shape them to his own purposes. Interesting discussion of the complex situation that faced Emperor Maximilian II of the German Empire. Paula Sutter Fichtner sees Maximilian II as inadequate and not up the the leadership role in the Empire. What I wondered, while reading this study, is could anyone have been an effective ruler in Germany at this time?
