Two years after the establishment of a Kurdish "safe haven" in northern Iraq, this report aims to show that the security and long-term future of the Kurds is still under threat. The report looks into the problems faced by the Kurds, examining events that led up to the well-publicised refugee crises of 1991 and taking up the story of the Iraqi Kurds after the television cameras left. It is suggested that both political protection and economic assistance need to be considered and shaped in the light of what the Iraqi Kurds are seeking to do for themselves.
