You must note that before serving at MOE, Mr Goh served as Minister for Finance and Minister for Interior and Defence. We would all agree that he did not exactly have the necessary experience to be an educator. However, known as the ultimate fixer and systems architect, he was cognisant that Singapore would not be able to grow into a properly developed country without a rigorous education system.
It is a joyful read, as you can see him bringing the same statistical rigour from his economics background into revamping the education system from first principles. A bonus is that he spared no effort in explaining every rationale while highlighting potential weaknesses.
