A pessimistic, pre-9/11 view of American foreign policy, the authors seem mostly interested (and disturbed by) what they see as increasing domestic politics constraints on foreign policy. At times it reads a bit too much like authors pining for the good old days of the Cold War, and I disagree with their basic premises, both that domestic constraints on foreign policy have increased over time, and that this is a bad thing.
