"Man may be free to make any number of important decisions but there is one choice he cannot make. Man cannot choose not to choose." (Forell IV)
"Let me illustrate. It is night. A man is in a boat that is slowly drifting toward a roaring waterfall. This man, who is wide awake in his boat, cannot escape making a choice. It is true that all his choices may be ultimately meaningless. He may start rowing madly and still be carried by the current across the brink to his destruc- tion. He may do nothing at all and the current may wedge him against a rock and keep him safely until daybreak. Yet this man does not know which is the proper decision. And he realizes that not to do any- thing is also a decision. The current is carrying his boat whether he likes it or not. He cannot ask for time out while he makes up his mind as to the possible alternatives. There he sits in his boat, and everything he does or does not do is committing him. Not to make a decision is also a decision. He cannot escape his freedom; he is bound to be free." (Forell 3 – 4)
