About the author

Sibte Hasan was born on 31 July 1912 in Ambari Azamgarh Uttar Pradesh, India.He graduated from Aligarh Muslim University. For higher studies he went to Columbia University, USA. In 1942, Sibte Hasan joined the Communist Party of India. After partition of India, he migrated to Pakistan. He also served as editors of noted journals including; Naya Adab and Lail-o-Nehar. He died of a heart attack on 20 April 1986 in New Delhi while returning from a conference in India. He was buried in Karachi

یہ کتاب مختلف مضامین کا مجموعہ ہے _ بنیادی نفس مضمون نظام سلطنت کی تاریخی ارتقا )تھوکریسی سے سیکولرزم ) پر مشتمل ہے _ خصوصی طور پر ہندوستان اور مشرق وسطیٰ میں سیکولرزم کی ابتدا اور شروع میں اس نظام کو جاگیرداری نظام اور مذہبی حلقوں سے درپیش مسا ئل پر سیر حاصل بحث کی گئی ہے _ پہلے مضمون "تھوکریسی " میں بتایا گیا ہے کہ معاشرے کے وجود میں آنے کے بعد مذہبی اجاراداری پر مشتمل ریاستیں وجود میں آئیں .پھر ریاستیں ملوکیت میں کیسے تبدیل ہوئیں اور ملوکیت کو دوام بخشنے میں پروہت طبقے کا کیا کردار رہا _ اب مذہبی طبقہ گو براہ راست حکومت میں نہیں تھا لیکن حکومتی احکامات پر ان کی اجارہ داری تھی _ مثال کے طور پر کلیسا صرف روحانی طاقت نہ تھی بلکہ یورپ کا سب سے دولتمند اور جاگیردار طبقہ بھی تھا . مغربی مورخ اس دور کو عہد تاریک سے تعبیر کرتے ہیں کیوں کہ کلیسا کے عروج کے زمانے میں تنگ نظری اور توہم پرستی کا اندھیرا چھایا رہا کسی کو کلیسا سے اختلاف کی جرات نہ تھی .ایسے جاگیردارانہ نظام میں علوم و فنون کی ترقی ممکن نہیں تھی . سولہویں صدی میں مختلف عوامل نے جاگیرداری نظام کےآہنی بت پر ضربیں لگانی شروع جن میں صنعت و حرفت کا قیام ، تجارتی مراکز کا فروغ اور خاص کرچھاپا خانے کی ایجاد نے دوررس نتائج دیے . کتابوں اور رسالوں کی اشاعت سے پادریوں کی ذہنی اجارہ داری ختم ہوئی . خود اس مذہبی طبقے کے اندر بغاوتوں نے بھی کلیسا کی اجارہ داری کو نقصان پہنچایا.ان انقلابات کا اثر طرز حکومت پر بھی پڑا اور جاگیرداری نظام کی جگہ صنعتی نظام نے لے لی .اگلے مضمون "اسلامی ریاست" میں حسن صاحب نے اسلامی نظام کے مطلعق جدلیاتی مادیت کے تحت بحث کی ہے اور روایتی بنیاد پرست عقائد کے بجائے ایک حرکی نظام پر زور دیا ہے جس میں زمانے کے مطابق اجتہاد کے ذریعے نئے اصول وضح کے جائے _ ان کا کہنا ہے اسلام کا مقصد ایک سیاسی نظام اور ریاست کے قیام کے بجائے اصلاح معاشرہ ہے _ ساتھ میں وہ معروضی حالات بیان کے گئے ہیں جن کی وجہ سے مدینے کی ریاست کا قیام ناگزیر تھا .ایک اور مضمون سیکولرزم میں ہمارے مللک میں اسکے بارے میں پائی جانے والی غلط فہمیوں پر بحث کی گئی ہے _ ساتھ میں برصغیر اور ترکی میں سیکولر ازم کی ابتدا اور اولین سیکولر نظریات کے حامل شخصیات کی جدوجہد پر روشنی ڈالی گی ہے _ساتھ میں شاہ عنایت اللہ صاحب، جن کے نام اور تحریک سے ہماری اکثریت عوام بےخبر ہیں ، کی سرمایہ داری نظام کے خلاف مدافعت اور سوشلسٹ بنیادوں پر کسانوں پر مشتمل معاشرے کے قیام کو خراج عقیدت پیش کی گئی ہے __آخری مضمون "زندگی کی نقش گری " میں پتھر کے دور میں رہنے والوں انسانوں کی طرز زندگی کا نقشہ کھینچا گیا ہے _ یہ حالات مختلف غاروں میں پائی جانے والی مصوری کے مختلف نادر نمونوں کی روشنی میں بیان کیے گئے ہیں __مختصراً پڑھنے کے لئے ایک بہترین کتاب ہیں __ تاریخ کو متبادل نظر سے دیکھنے میں بہت معاون ثابت ہو گی ، ساتھ میں دماغ پر لگی زنجیریں توڑنے میں بھی بہت مددگار ثابت ہو گی ___

Is there a concept of state that can be applied without constraints of space and time? Is Islam’s early experiment with state affairs applicable today; and did Islam (or any religion for that matter) gave any concept of state in the first place? Is secularism in contrast with religious values? Can culture and civilization be used interchangeably; what are the features that distinguish culture from civilization? And, does religion have culture- or civilization-specific premise?

Readers (especially Pakistani readers who are comfortable with English) of western philosophy and political history are well aware of these discourses. However, one hardly finds credible books on these issues in Urdu language.

Sibte Hassan was a bold thinker. It wasn’t easy to publish on these issues in an era (1982) when Zia ul Haq’s so-called Islamic regime was in full swing and masses were loving it. Afghan war was at its peak and religious clerics were encouraging the Pakistani masses to become part of this jihad in order to help their Afghan brethren to stop the evil of socialism. It was the time when religious rhetoric was encouraged and critical thinking was frowned upon. In Naveed-e-Fikr, Hassan openly questions the deliberate overlapping of religion on state affairs, misuse and misinterpretation of historical facts, and historical role of religious seminary (be it Christian, Islamic or otherwise) in polluting the minds with narrow thinking. He argues that Islam, despite playing a possible role in a person’s moral development, does not provide any guidelines as to what should the shape and affairs of a state be. Therefore, it has nothing to do with the matters of state.

Again, I would stress that these aren’t the topics that haven’t been covered by other western writers or Pakistani English writers. The significance of Naveed-e-Fikr lies in its attempt to bring the discourse to general public in a language they understand, at the time when discussing these things was hardly encouraged.
