A good (though perhaps not great) introductory textbook on Public Finance. Generally speaking, you don't get much beyond basic applied microeconomic models - typically partial equilibrium, with only a few allusions to general equilibrium problems such as the case of tax incidence - so it isn't too difficult of a read. I was perusing through Atkinson and Stiglitz's Lectures on Public Economics throughout when I wanted a much more thorough treatment of some of the models taken up, but the upside of Hyman's text is the breadth of content, especially with regards to the U.S. income tax code and notable programs such as Social Security. All in all a good introductory textbook.
