(Previously) Just as Superman was about to reveal Supergirl’s existence to the world, which would free her from operating clandestinely, Supergirl inexplicably loses her powers, leaving her Super-Hero career in question. (Now) Unbeknownst to Supergirl, she was being monitored by an envious Kandorian scientist, (and physical double), Lesla-Lar, who had used one of her invented machines to nullify Supergirl's powers. Now powerless, while sleeping one night Linda is shrunk and teleported to Kandor by Lesla-Lar, who brainwashes the unconscious Linda into believing herself to be Lesla-Lar. Lesla-Lar exchanges clothes with Linda, grabs a teleport bracelet which allows her to swap places with Linda whenever she desires, and then she takes Linda's place on Earth.
