Vladimir Stepanovich Lipsky is a Belarusian writer and public figure.
Vladimir Stepanovich was born on May 6, 1940 in the village of Shelkovichi in the Rechitsa district of the Gomel region into a peasant family.
In 1960-1964, after graduating from the Minsk technical school of the food industry, he worked at the Gorodeya sugar factory (mechanic, chairman of the trade union committee). In 1966 he graduated from the Faculty of Journalism of the Belarusian State University. V.I. Lenin. He worked for the Nesvizh regional newspaper Chyrvony stsyag (1964-1967). In 1967-1968 he was the first secretary of the Nesvizh district committee of the Komsomol, in 1968-1976 he was in the apparatus of the Central Committee of the LKSMB, in 1976-1978 he was the executive secretary of the board of the Writers' Union of the Byelorussian SSR. Since 1978 - editor-in-chief of the Belarusian children's magazine Vyaselka. Since 1988 - Chairman of the Board of the Belarusian Branch of the Soviet Children's Fund, then - President of the Belarusian Children's Fund, Vice President of the International Association of Children's Foundations.
