This represents an intriguing effort to test the non-decisionmaking perspective (devised by political scientists Morton Baratz and Peter Bachrach). Matthew Crenson uses a case study approach to see the extent to which non-decisionmaking affects the pollitics of decisionmaking with regard to air pollution. It is not fully satisfying, but it illustrates one effort to test Bachrach and Baratz' theoretical viewpoint.
