This report on Kampuchea was written by Floyd Abrams and Diane Orentlicher, in close consultation with Stephen Heder. It is based upon two fact-finding missions by the Lawyers Committee for Human Rights to areas on both sides of the Thai-Kampuchea border. It is also based upon research of relevant laws, official policy statements, news reports and other relevant sources. The delegates examined both the practices of the governing People's Republic of Kampuchea (PRK) and condition in areas then administered by the two largest guerrilla forces opposing the PRK, the non-communist Khmer Peoples National Liberation Front (KPNLF), and the guerrilla forces of Democratic Kampuchea (DK), commonly known as the Khmer Rouge.
