I think overall the author tries to be fair, and generally succeeds. He lists Reagan as one of the 4 successful presidencies (Truman, JFK, Nixon being the others.) He recognizes the shortcomings of each of the successful presidencies, as well as the strengths of those deemed less successful (DDE, LBJ, Ford, Carter, and Bush Sr.) However one of the things he attacks Reagan for is the deficit that he left behind. I wish he had interacted more with the view that the deficit wasn't his fault, but the fault of Congress. I am not saying he should have that view, but it is a view that should have been analyzed. But overall, I like this book, and have read several of the author's books.
