When school elections begin, Allen seizes the opportunity to experience Earth-style politics. Democracy is an alien concept on Xela, his home planet. Robbie thinks Allen's involvement is a great idea, until she learns that he has decided to manage her campaign. She wasn't even planning to run!

Meanwhile, there are really bizarre things happening in Delport. . . like an earthquake where there's no fault line, and an unexplained power failure that leaves the entire county in the dark. Allen believes the city may have been tagged as the site for an alien Universal Congress.
