Hartley Howard (1908–1979) was the pen name of Leopold Horace Ognall, a British crime novelist. Ognall was born in Montreal and worked as a journalist before starting his fiction career. He wrote over ninety novels before his death in 1979. As Harry Carmichael, Ognall's primary series characters were John Piper (an insurance assessor) and "Quinn," a crime reporter.

Best spy novel I've read. Well I haven't read a lot of them, but it's better than The Quiller Memorandum, The Ipcress File, The Kremlin Letter, and Assignment: Moon Girl. Much more vivid, suspenseful, and coherent. One particularly gut-wrenching death scene will remain with me longer than any details of those other novels I've read. Page-turner with twists and mysteries not explained until the end.
