It is a study in Brutal Necessity and Political Purpose and individual Choices. This one follows 'Become The Hunted'

Swycaffer's writing continues to improve book-by-book, but this one still had a number of minor issues (unrealistic love plot, insistence on bringing in the major movers of the Concordat, and generally a 60s/70s flower-child feel) that kept me from rating it more than average.
