Carter is jeddak of Mars and has created a league of races for the peoples of Mars. The yellow and white martians cause a stir and threaten to leave the league based on an attack by a group of greens. The answer may be in the North where a concubine has relevant information, but the guilty party is covering up their tracks.

Carter decides to investigate the two spires of Helios, called the Guardian Towers, that have been surrounded by mystery for ages. The larger tower seems to have been the prison of the lost jeddak, Dejah's grand-father, Tardos Mors. Most consider his return a miracle, but Carter and Dejah are suspicious of him. He instates himself a warlord of all Mars and revokes Carter's reforms. This causes Carter and Dejah to confront Tardos, so declare them outcasts and criminals.

Another low mark in the downward trend of the series, where the artists cannot even let the main characters keep the same clothes between two panels in an escape scene. Poorly drawn, in the end I even lost interest in the story. I think this will most likely be my last album I read in this series.
