As far as I can tell Willie Wingflap (WW) was a cartoon character who was used to promote safety in the workplace during WW II. WW got 'distracted' by lots of things (pretty women in particular) and often put himself and others in a compromising situation. there are lots of references to rationing and savings bonds here - very interesting read!
