The war on terrorism is full of uncertainties and complexities and will require flexible and adaptable strategic planning. This volume looks at ways in which the assumptions on which current policy is based might go wrong, looks for signs of these, and suggests anticipatory actions. The principal challenge will be convincing policymakers to consider such actions, given their considerable short-term costs. But the danger in waiting is failure of key strategy elements, the costs of which could be significantly greater.
