This definitely falls into the category of the half-memoir, half-manifesto common of politicians as they attempt to raise their profiles. This is not Dreams from my Fathers, but Staples--as he would be the first to tell you--is no Barack Obama. It is more like Perry's 'On My Honor.'
Without getting into substance of Staples' positions, it suffices that he is attempting to balance an extremely technocratic background running a large state agency with the fact that the remit of that agency interacts with such an nationally important and chaotic issue. His writing is clear for those unfamiliar with the general problems, but lacking on how those who do know part of the issue at least can attempt to overcome seemingly insurmountable procedural issues on the federal issue. That said, the man is running for Lieutenant Governor of Texas, not President or even Senator. There is only so much that can be done, but much more that can be said. It is worthwhile that the office-seeker here says something of value before bashing his opponents.
If you care about Texas politics or immigration, this is an easy quick and informative read that will teach you something about the issue and a lot about who will be part of the next generation of state leader in the next bit.
