This is a satisfying but uneven thriller involving an Iraqi terrorist plot to attack Hawaii with a bioweapon. It started as a riveting race against time and a hurricane by a US Navy ship to prevent disaster quickly devolves into A Few Good Men with a murder plot thrown in.
The court martial of the ship's captain is a distraction from what could 've been a taught technothriller.
