In this book, Maududi stated that his goal was to reconstruct the Islamic social order within the state. To achieve this objective, he divided society into three groups. The first consists of those who actively oppose this goal. The second comprises those who are indifferent to the need for islah (reform) and social renewal. The third group, the smallest of all, includes those who dedicate themselves to realizing this objective. Despite their small number, Maududi emphasized that they should never lose hope in their efforts to reform society.
His call for continued optimism rests on several grounds. First, although society may at times be easily led astray due to a lack of knowledge, people generally still possess many positive moral values and do not willingly embrace corruption or moral decay. What is needed, therefore, is a systematic effort to shape and transform public opinion. Second, those who oppose reform are neither united in their thinking nor unwavering in their commitment. This contrasts with sincere believers who strive for the pleasure of God in their mission, relying not merely on material strength or worldly gain.
Throughout this book, Maududi discusses at length the qualities required of members of organizations seeking to re-establish Islam in society. He also offers numerous warnings against negative traits that can undermine and weaken an organization. The book is therefore a valuable read for members of organizations who aspire to build institutions capable of working effectively toward the betterment of society.
