FBI Special Agent Ilan waits for RCMP Headquarters to provide his international police team with an undercover officer. Illegal and restricted weapons from the Middle East enter North America through a Canadian port. To head the distribution a notorious biker escapes prison and takes two retired and married prison workers hostage. Guards are killed during the escape. Protagonist Tracy Highfield, an experienced undercover RCMP officer, assists Ilan in the hunt for the criminals and the protection of the hostages. Sexual tension develops between Tracy and Ilan. Known only to the reader is that the weapons are destined for a terrorist sleeper cell. The coincidence of an escaped federal prisoner linking up with two retired correctional officers begs an important question for Tracy; are the hostages captives or accomplices?
