To the social scientists, Bangladesh is an enigma wrapped in paradoxes. She defied conventional prophets of gloom and doom during last three decades by making significant strides in social and economic spheres. Ironically, she is deeply divided politically despite bonds of extraordinary ethnic and linguistic homogeneity. The multiple dimensions of paradoxes of governance, economy and crucial sectors like finance and water are unwrapped in the twelve essays in this volume. Akbar Ali Khan (Bengali: আকবর আলি খান) was a Bangladeshi economist and educationist who served as a bureaucrat until 2001. He was the SDO of Habiganj during the Bangladesh Liberation War, when he decided to join the war. Later he served as an official of the Mujibnagar Government. After the independence he joined back the civil serviceand reached to the highest post of Cabinet Secretary and also worked as a university teacher. His book Porarthoporotar Orthoniti (Economics of Other-minding) has been a popular book on economics à la Galbraith.

''Friendly Fires" টার্মখানা মিলিটারি। অমর্ত্য সেন তা অর্থনীতির জন্য হাওলাত করে এনেছেন। মূলত, রণক্ষেত্রে যখন কোনো পক্ষ নিজেরই মিত্রপক্ষের ওপর ভুলবশত গুলি চালায়, তখন তাকে ফ্রেন্ডলি ফায়ারস বলে। দ্বিতীয় মহাযুদ্ধে এবং ভিয়েতনাম যুদ্ধে উল্লেখযোগ্য সংখ্যক সেনা প্রাণ হারায় ফ্রেন্ডলি ফায়ারসে। হালাল নিয়ত নিয়ে করা কোনো প্রকল্প যখন উপকারের বদলে অপকার ডেকে আনে তখন এমন প্রকল্পকে ফ্রেন্ডলি ফায়ারস বলে অভিহিত করেছেন অমর্ত্য সেন। বাংলাদেশে এমন সরকারি প্রকল্প ভুরিভুরি। এমনই একটি প্রকল্প হলো নিরাপদ পানির জন্য নলকূপ পরিকল্পনা। বিশ্বব্যাংকের অর্থায়নে নিরাপদ পানির পরিকল্পনাই এদেশে ব্যাপকহারে ছড়িয়ে দিয়েছিল আর্সেনিক!
এদেশে কোনো সংস্কার সহজ নয়। সোজা নয় বিভিন্ন দুষ্টচক্র ভেঙে নববিধান প্রবর্তন। কেননা তাহলে হাম্পটি ডাম্পটি ছড়ার মতো রাজা রাজ্যসহ পাইক বরকন্দাজ সবই ভেঙে পড়বে। তৈরি হবে বৃহত্তর বিশৃঙ্খলা।
হেনরি কিসিঞ্জারের ''ইন্টারন্যাশনাল বাস্কেটকেস", কিংবা ফ্যাল্যান্ড এবং পারকিনসনের "বাংলাদেশ এ টেস্ট কেস ফর ডেভেলপমেন্ট"-এর বাংলাদেশের জিডিপি আজ আট, মাথাপিছু আয় ২০ বছরের মধ্যে দ্বিগুণ হয়ে গেছে। যা ''সুশাসন না থাকলে উন্নয়ন হয়না" প্রভৃতি তত্ত্বকে ঘোল খাইয়ে ছেড়ে দিয়েছে। বাংলাদেশের এমন সাফল্যের পেছনের কারনগুলো এবং চ্যালেঞ্জ বিশ্লেষণ করেছেন আকবর আলি খান।
এদেশে ভোটে জয়ী দল সবকিছু পেয়ে যায়। সংবিধানে প্রধানমন্ত্রীকে দেওয়া হয়েছে জার, মোগল বাদশার চাইতেও বেশি ক্ষমতা। ফলে ক্ষমতা হয়ে পড়েছে কেন্দ্রীভূত। এন্টনি গিডেন্স সাহেব এমন অবস্থার পরিবর্তনের জন্য করণীয় বলেছেন, "Democratization Of Democracy" অর্থাৎ গণতন্ত্রের গণতন্ত্রায়ণের পরামর্শ দিয়েছেন।
সবগুলো প্রবন্ধই দারুণ। তবে যারা আকবর আলি খানের "অবাক বাংলাদেশঃ বিচিত্র ছলনাজালে রাজনীতি", "আজব ও জবর-আজব অর্থনীতি" কিংবা "পরার্থপরতার অর্থনীতি" পড়ে ফেলেছেন তারা কিছুটা হতাশ হতে পারেন। কেননা এই বইয়ের বক্তব্যগুলো কম-বেশি তাঁর ঐ বইগুলোতে রয়েছে।
