Herbert Albert Laurens Fisher OM PC FRS, was English historian, educator, and Liberal politician. He served as President of the Board of Education in David Lloyd George's 1916 to 1922 coalition government.
If you want to see what it felt like to live right before WWII, read the ending section of this book. It is strange to see things from Fisher's perspective in the 30s. He sees the Nazis. He sees their illegal build up of arms. He sees Mussolini. But he doesn't really see the war though he sees the future possibility of fighting. It is also interesting to see his perspective on WWI as someone who lived through it and was still close enough to see its repercussions in his day.
Obviously the book is not only about that period--it is overall an excellent and nicely written history of Europe. It is fairly amazing how he manages it in two longish volumes since he is covering from antiquity to the 1930s. I never felt lost though he jumped from country to country at times.
