A fantastic overview of US nuclear strategy and analysis of the goals, paradoxes and fears of nuclear deterrence. Sagan makes convincing arguments for us to rethink targeting, ABM efforts, and arms negotiations in order to strengthen our deterrent, better signal intent and ward off mistakes.

Moving Targets hits a nerve because Scott D. Sagan forces you to confront the uncomfortable ways we all end up validating systems we claim to dislike.
