To assess the politics of water in the western United States, it's a good idea to look at more than one narrative about the topic. This book about former United States Senator Carl Hayden work in the field of water, while a very academic and dry read, helps provide the Arizona narrative about the Colorado River Compact, and the Central Arizona Project, among other water-related issues.
