An interesting story, well-plotted, brought way down by:
1) a complete lack of competent editing,
2) a complete lack of consistent authorial voice,
3) amateur writing mistakes, particularly in phrasing, and
4) infodumps ... oh, god, make it stop!
Vicious, merciless cutting and help with quotation marks would have gotten this book at least another star. The author passing a good elementary fiction-writing course might have gotten it another. Better control of homonyms might have gotten anoter half-star.
I finished it, and when I wasn't jolted out of my seat by mistakes, enjoyed it.
