Raucous, well researched urban fantasy comedy game which is basically "Dickens' London, but with Goblins". Seriously, that's your lot. Eschewing the usual GURPS toolbox approach (apart from a few vague and noncommittal stabs at crossover campaign frames), this is a complete and singular setting, wherein the PCs are all Goblins trying to make a dishonest living in a weird version of England circa 1830. It's kind of perfect in its way, with the sole flaw being that crunchy ol' GURPS is probably one of the worst possible systems for this kind of rules light, heavy panto nonsense this side of Rolemaster.
