If you came to this volume for the action or drama, you will end up being disappointed. It is mostly talk, conversations filled with fun banter, teasing and character and world development, but chatting none the less. It starts with a short summary of previous events, and then sets the stage for what comes next: the building of a city specifically for the research of the new magic technology detailing the reasoning, preliminary planning, and early stages of its development (that and some new tools).
Personally I liked it very much. The characters are great, and it is always good to see that there is passion in the romance of the story, something that you rarely see in light novels. The world building is also interesting, not often you get a story dealing with potential disrupting impacts of big changes on society.
I can see though it might be a tad boring to others. There is no real progress in plot, and while the author mention it sets things up for the next arc in the epilogue, I don't see it in the actual story. It feels more like a light-hearted breather after the drama in the previous volumes. Not that I mind, I really liked the read and it left me looking forward to what comes next.
