To him, the aim of life for a civilized person was to suppress his emotional and sexual impulses, and at the expense of this suppression, to lead a civilized life. It is the uncivilized mob which is not capable of such sacrifice.
The intellectual elite are those who in contrast to the mob were capable of not satisfying their impulses, and thus sublimating them for higher purposes. Civilization as a whole is the result of such non-satisfaction of instinctual impulses. (pp. 33-34)
