A lot of the art looks like rough sketches they'd send to an editor to get approval for a page layout, before sitting down and doing the real thing. The colours are also super boring. It's just dark blue on blue on blue. It's a mess, and looks boring. Especially for a character whose gimmick is using lightning, yet there's literally no colour on the page at all other than navy blues and black.
