This volume is "officially" the ending (and the next is comprised of several epilogues for various characters) of the series.
We finally see all sides of the (original) CCC's goals, and who the real bad guys were.
I truly had a great time with this series, and I'm really glad I came back to it again. There were so many wonderful characters, with real depth to their emotions, relationships, and perspectives. Sawazaki, Ishimaru, and Lee were my favorite characters, but I adored Tsukasa and Yuuki and the relationship that they built. Most of the characters have found their "home," or are in the process of allowing themselves to do so. There were so many beautiful moments depicting different kinds of familial and romantic love, of tearing down prejudices and fears and paving the way for change. All of the betrayals early on made me wary of basically anyone who showed kindness throughout the rest of the series, so that was a little stressful, but in all, the number of decent, earnest people was overwhelming (in a good way).
There is hope for everyone, moving forward. Obviously they're approaching the most important battle of all in moving society toward tolerance and acceptance, but we don't necessarily need to see that happening to be satisfied with the ending of the series.
I do think that we had a lot of drip-fed info for too long, and the climax of the story here was a little too abrupt. I think we should have been made aware of the real enemy somewhat sooner, rather than all at once along with their "downfall." There are still problems to address within the government, yes, but that's really my only complaint about the pacing of the series. There are still some general questions about the devils that were never answered, like why they don't just drink animal blood or whether that affects them like human blood does (since we know seeing the blood of other vampires doesn't). Just little things that I'd wonder from time to time.
I'm really looking forward to watching the anime for this sometime soon.
