This is a flawed attempt to explain program evaluation, but it is still a worthwhile text to study. I recommend using it alongside case studies (such as those sold by Harvard) to get the best results.

Program evaluation is a maturing discipline and the primary author of this text (who actually passed before this latest edition was published) is its father. There are very few textbooks to teach it. Maybe someday there will be a good textbook for program evaluation. For now, we’re stuck with Rossi’s.

Unfortunately, his book hyper fixates on explaining principles through example. It is occasionally helpful, but more often than not it is distracting. At one point, I highlighted all the sentences on the pages of a specific chapter that were not examples. The results were disheartening. In my opinion, there is power is brevity.

Rossi’s book successfully builds upon itself. Each chapter adds to the foundation of the one before it, in most cases. Again, I believe each chapter is more effective when paired with a relevant case study.

I don’t recommend this book to any except those who have to learn about program evaluation and have little to no experience in the subject. Even then, those students should seek as much supporting information as possible.
