We are introduced to a new theme that serves as an undercurrent throughout the story: British naval leaders are now not only accountable to their naval superiors but, also act as instruments of the Foreign Office. As tensions mounted leading up to the Napoleonic Wars, naval leaders faced greater objectives and increased accountability.
This series has evolved to present a more nuanced understanding of the responsibilities of the British Navy. With the British Navy’s successes on the high seas, the burden of meeting these new responsibilities rests on the shoulders of its leaders.
