Saint Louis in 1878 is a hard place still in the throes of the Long Depression, and Fergal Dunne has just about lost all his joy. He recently buried his second wife leaving him to care for Abigail, his tortured and possibly mad daughter, a responsibility that fills him with only dread. To make things worse, his position as enforcer for the Mayor’s office has become harder because the wealthiest citizens of Saint Louis have decided to create the first celebration of the Veiled Prophet of Khorassan as a way of emphasizing their power. Fergal must keep the lid tight on those in the city who have no power except to disrupt the festivities, when he would prefer to crawl into the tomb beside his wife. At the same time, the two women who may be falling in love with him are both forbidden, but irresistible. Fergal and Abigail both struggle to find peace, or at least survive, in the year the Prophet came to Saint Louis.
