Long ago, a ship from Earth established a colony on an earth-like world. The colonists called it Terra. Nearly seven hundred humans landed and began to establish a livable environment, and gradually eliminated the aboriginal plant and animal life they found there. The colony was privately funded, but the corporation which sent it was bankrupted and failed to send follow-on ships at five year intervals as originally planned. Yet the colony prospered and became self-sufficient, in spite of occasional storms much more powerful than those of Earth. A few of the colonists developed extraordinary powers, and called themselves Wizards. They became the rulers of government and society. The early Wizards decided to follow the general plan of the colony founders, to restrict innovation and keep the population low, thus keeping the society stable. This worked well. Terra changed little over the many centuries that followed. Now, Wizards govern at all levels and make all laws, but mostly adhere to a code of honor which protects common citizens from abuses. Some Wizards have only moderate powers, but are paid for certain services by commoners. Those with stronger powers work in manufacturing or transportation, while those with extreme powers govern. The strongest Wizard becomes president by killing or subduing the previous holder of the office. Terra is nearly a perfect society for those who aren't troubled by their place in the hierarchy. It is especially congenial for Wizards, as long as they don't challenge their superiors. But a young boy will profoundly disturb the Wizard's World.
