Some interesting historical perspectives, but not well-written. Better as a resource volume than a novel.

A story of one of the founders of Scouting. There was lots of termoil in the creation of the scouting movement in America. James E. West put order to the chaos and created a business paln that is still used today. He had personal disabilities, a troubling childhood and spent alot of time keeping Daniel Carter Beard and Ernest Seaton from harming the program trying to boost their own glory.
