1957 NYC plan brought in social historian Oscar Handlin to apply knowledge of past assimilation of immigrant groups to analyze current conditions of Puerto Ricans and Blacks in NYC and to predict how they would be further assimilated. The premise was great and many of the comparisons sympathetic and insightful. Parts of it, however, were embarrassing and dated generalizations. It's a short read, but has to be read within the context of its time.
