Much of what I had to say about v. 1 also applies here, from its potentially off-putting art, to its fascinating look into a period and place in history that I was all but ignorant of. As with a lot of fiction by and/or for women, "Tomato Soup" places their storytelling emphasis on girls and women negotiating their way in a world where men wield the obvious levers of war, wealth, and worldly power.
This series has been given the green light for an anime, and I look forward to watching it about a half-year from now. I can only assume that the production company has subject matter experts to hand, and/or will consult with the author about various details in the story.
