This books deals with working of Bureaucracy in third world countries. The book gives an insight how bureaucracy has lifted some countries up and some countries suffered due to ineffective bureaucracy. The writer has given example of Kenya, China, Korea in which how reforms were made and how these countries started rising in the world. The book clear explains the problems of bureaucracy and how these can be overcome. Anyone interested in how this mechanism of bureaucracy introduced in 3rd world countries by french and UK has affected the lives of third world countries, must read this book. The only problem with the book is that it gets slightly boring and becomes difficult to maintain concentration.
